TfGM launches review of creative account with £4.4m up for grabs – up to eight agencies to benefit

Transport for Greater Manchester (TfGM) has opened a review of its creative account, with up to eight agencies set to be appointed to a new framework.

According to the government website, the framework will cover creative services to support TfGM in developing and delivering multi-channel campaigns, alongside work to encourage more sustainable travel.

The contract is split into two lots. The first – strategy and creative – has an estimated value of £3.6m. The second – artwork and graphics – is valued at £840,000. Both will run for four years, with the option of renewal.

In 2023, TfGM appointed WPP-owned The & Partnership Manchester, now T&P Manchester, as its creative agency. The agency has since worked with TfGM’s in-house team to deliver campaigns and support across social and digital.

Agencies have until 17 September to submit tenders, with appointments expected by the end of October.

Describing the scope of the brief, the government website says: “Transport for Greater Manchester (TfGM) are looking to appoint multiple marketing agencies to develop a Creative Services framework. The agencies will assist TfGM to develop and deliver multi-channel campaigns across Greater Manchester (GM) as well as our business-as-usual activity with the aim of encouraging more people to travel sustainably.

“TfGM has been successful in delivering several engaging and high-profile campaigns in recent years and now wishes to expand on that success due to its growing responsibilities.

“TfGM covers a wide remit of exciting and transformational projects across GM from delivering infrastructure for active travel including a cycle hire scheme, through to developing an app and providing major Public Transport services across tram, rail and bus networks.

“Given this expansion and the fact marketing is a specialist area, TfGM’s internal Marketing team is looking to source external support to help deliver its ambitions.”
