Through its partnership with Softcat, Oakland Everything Data has been appointed as a key subcontractor on two major Government Commercial Agency (GCA) frameworks: Technology Services 4 (TS4) RM6190 and Digital Outcomes and Specialists 7 (DOS7) RM1043.9, with Softcat named as the supplier on the frameworks
Softcat’s successful appointment to these frameworks, with Oakland Everything Data named as a key subcontractor, strengthens Oakland’s role in public-sector digital transformation, enabling it to deliver data, analytics, and AI expertise to public-sector organisations.
On TS4, the largest framework of its kind in the Public Sector and the only framework in GCA offering an end-to-end service lifecycle approach, including transformation services, valued at up to £19.2bn, Softcat has been awarded places across nine lots.
Oakland will support Softcat as a subcontractor with the delivery across Lots 1 (Technology & Digital Consultancy) and 5/5a (Application & Data Management), providing specialist expertise in data strategy, engineering, governance, analytics and AI.
In parallel, Softcat, with Oakland as a subcontractor, has secured positions across three lots of the Digital Outcomes and Specialists 7 (DOS7) framework, covering Digital Outcomes, Digital Capability and Delivery Partners, and Digital Specialists. Together, Softcat and Oakland provide flexible digital capability and delivery support, giving public sector organisations access to specialist digital, data and delivery expertise.
Together, the key subcontractor relationship combines Softcat’s strengths in infrastructure, cloud, and large-scale service delivery with Oakland’s deep expertise in data and AI, creating an end-to-end proposition spanning platforms, data architecture, analytics, and AI-driven insights.
