“We are building a British business” – Chinese firm establishes first European HQ

Described as “one of the most of most significant advanced manufacturing projects” in Liverpool’s most recent history, Chery Commercial Vehicle is setting up its first European HQ in the city.

The City Council said that it would position the region at the forefront of the electric vehicle sector, with Liverpool acting as the central hub for CCV’s European operations, supporting research, engineering, innovation and commercial development.

“Chery Commercial Vehicle’s choice of Liverpool for its commercial vehicle European base is a major vote of confidence in our city’s capabilities, our workforce and our long-term vision for clean, inclusive growth,” said Councillor Liam Robinson, Leader of Liverpool City Council.

“This partnership has the potential to reshape the future of the car manufacturing sector in our city region – bringing new technologies, new skills and new opportunities to Liverpool and beyond.

“Liverpool’s ties with China – especially our enduring friendship with Shanghai – are long established and deeply valued. Chery Commercial Vehicle’s arrival builds on that history, strengthening our global links while helping us deliver sustainable and connected future.”

CCV is expected to create high‑value jobs across engineering, software development, R&D, and operational roles.

The partnership is also set to “accelerate” the exchange of knowledge in electric, autonomous, and new‑energy commercial vehicle technologies as the operation becomes a “landing point” for joint ventures.

“We are not just bringing products to the UK—we are building a British business,” explained Gong Yueqiong, General Manager of Chery Commercial Vehicle. 

“Our ‘In UK, For UK, Be UK’ strategy reflects our belief that true globalisation comes from deep localisation. By recruiting local talent, collaborating with UK institutions, and adapting to local needs, we aim to become a valued contributor to the UK’s automotive industry and economy.

The announcement comes as Prime Minister, Sir Keir Starmer arrives in Shanghai on the 3rd day of his visit to China.

It was called “very dangerous” by Donald Trump last night, despite adding that the Chinese president was “a friend” and the US president also going to the country in April.

So far the visit has led to an agreement on visa-free travel and a £10.9bn investment by AstraZeneca to build manufacturing facilities in China.

Opposition MPs have criticised the Prime Minister’s trip, which is a first since 2018, pointing to national security concerns and the country’s human rights record.
