Renewed Network Rail brief for Scottish creative agency

Leith has retained its place on Network Rail’s creative framework, extending a partnership that began in 2014 and will now run through to 2030, marking a 16‑year relationship with one of the UK’s largest transport operators.

The appointment covers Lot 1 of the framework, which includes strategic and campaign development across Network Rail’s national portfolio.

Network Rail’s Creative Framework operates similarly to other major government frameworks and does not automatically renew. Leith secured its place following a competitive re‑tender process over the summer, which included two creative briefs and extensive business submissions.

Leith has delivered a series of successful campaigns for Network Rail in recent years, including Inspiration, the moving exhibition that helped mark Railway 200; nationwide disruption comms Check Before You Travel; internal communications programmes “Putting Passengers First”; and the post-pandemic station retail campaign, “It’s good to be back.”

The agency also brings wider sector expertise through its work with ScotRail and East Midlands Railway, at a time when the rail industry is preparing for the transition to Great British Railways, the new publicly owned body that will bring track and train together.

The Railways Bill enabling GBR was introduced on 5 November 2025 and will become operational around a year after receiving Royal Assent.

Ed Brooke, Executive Partner at Leith, said: “We’re incredibly proud to continue our long‑standing partnership with Network Rail. Having worked together since 2014, we’ve built a deep understanding of the organisation and the wider rail landscape. Our experience across multiple operators gives us a clear perspective on the sector as it moves through this period of change. Securing our place on the new framework allows us to keep bringing strategic and creative thinking to the industry, and we’re excited to continue that journey at such a significant time for our railways.”

Leith is a UK-wide brand consultancy and creative agency with offices in Edinburgh and Manchester. It creates “powerful and enduring brand platforms that are imagined by humans, harnessing AI, to deliver work that works twice as hard” under the tagline “Leithal Thinking You Can’t Ignore”.
